功能安全评估在工艺安全管理的应用

Abstract: Safety Instrumented Systems(SIS) and other independent protective layers, such as process control loops, alarms, and safety relief systems, are key safety facilities for controlling major process safety events. High-quality functional safety assessment and effective functional safety management activities can effectively curb major accidents and improve process safety management. This paper summarizes various typical management issues in functional safety management, Such as pay attention to the design, construction, hardware, SIS, neglect the assessment, management, personnel capabilities, other independent layers of protection. And put forward solutions to the problem, especially to strengthen personnel capacity training and system construction, improve process safety information management, accumulate failure data, attach importance to the management of other independent protection layers(IPL), establish management indicators of safety instrument systems and IPL, and carry out Periodic functional safety audit and assessment.

摘要: 化工装置的安全联锁系统中的SIS与其他独立保护层,例如过程控制回路、报警、安全泄压系统等是管控重大工艺安全事件的关键安全设施。高质量的功能安全评估及有效的各项功能安全管理活动,能够有效遏制重大事故,提高工艺安全管理水平。本文总结了功能安全管理中的各类典型管理问题,如重设计轻评估、重建设轻管理、强调硬件忽视人员能力、重视SIS忽视其他独立保护层。并针对性的提出了解决措施,特别是加强人员能力培养与制度建设、完善工艺安全信息管理、积累失效数据、重视其他独立保护层的管理、建立SIS与IPL独立保护层的管理指标、开展周期性的功能安全审计与评估。
